Professional Bio
Hugo has lived in both Montgomery County and Prince George's County, attending both public school systems. He graduated with a B.A. in Public Policy and a minor in Real Estate Development from the University of Maryland, College Park. Hugo also holds an associate's degree in Business Administration from Montgomery College.
Hugo joins AOBA with nearly six years of Maryland state and local government experience. Formerly a Policy Director to a Prince George’s County Council Chair and senior legislative aide to a Montgomery County Councilmember. Hugo also has experience in the Maryland General Assembly, having worked on policy as a staffer for delegates serving on the Ways and Means and Economic Matters Committees.
In his time at the University of Maryland, Hugo was a co-founder of the UMD public policy professional fraternity, Kappa Omega Alpha, served on the Presidential Transfer Committee for University of Maryland President Darryl Pines, a member of the university’s Board of Governors, and was most recently President of the School of Public Policy alumni board. In his free time, Hugo enjoys cooking, caring for his plants, and watching sports.
