Virginia Dominion Power’s Fuel Rate Increase is Effective July 1
AOBA Helps Reduce Impact of Rate Hike and Establishes Task Force to Challenge Increasing Rates
As announced in a previous At Issue, Dominion Virginia Power’s request for a fuel rate increase will have huge implications for AOBA members. Thanks to strong advocacy efforts, however, the increase is somewhat less onerous -- though still daunting.
The company originally requested a $1.3 billion fuel rate increase, which called for an increase of 90% in fuel rates, from $.02232 per kWh to $.04245 per kWh. If that proposal had become effective, commercial customers would have seen their total annual electric bills rise between 20% and 44%. Fortunately, AOBA was successful in urging the State Corporation Commission (SCC) to adopt an agreement between VA Power, the SCC Staff, AOBA and other parties. This agreement reduces the increase effective July 1, 2008 from $.04245 to $.03893 per kWh – a rise of 16% to 36%.
Plan for More Increases Next Year
Please keep in mind several other increases on the horizon that will impact members’ bills. These include: 1) the Dominion Virginia Power surcharge for costs associated with construction of new power plants, to become effective Jan. 1, 2009; and (2) increases in transmissions service charges to fund the construction of new transmission lines. Both of these increases will be in addition to the proposed fuel rate increases. Also, fuel rates will rise again next July 1st (2009) when the utility files for further fuel rate increases and collects for deferred costs.
As AOBA detailed in a recent Op Ed published in The Washington Post, Virginia Power’s strategy over the past several years has been to obfuscate the true impact of rate increases on customers’ bills. Nearly every year for the past decade, Virginia Power has convinced the General Assembly to “tweak” state laws, resulting in the erosion of the SCC’s power and higher electricity costs for consumers.

The program, scheduled from 8:30am to 3:00pm at the Capital Hilton Hotel in DC, features executives from the U.S. Green Building Council and EPA Energy Star, along with local and national industry experts. A Resource Center will showcase selected companies offering green products and services.
Keynote speaker P. Marc Fischer of Transwestern, who literally wrote the book on real estate management, will discuss how to incorporate green into your corporate culture. Sally Wilson, of CB Richard Ellis, will outline ways to get green buy-in from multiple stakeholders.
