W. Shaun Pharr, Esq.
Shaun Pharr is the Senior Vice President of AOBA Government Affairs. He is responsible for implementing and managing the comprehensive and effective government affairs program that ensures robust advocacy of AOBA member interests before all county and municipal governments in the region, as well as in the Maryland and Virginia General Assemblies. In addition to supervising AOBA’s three jurisdictional government affairs vice presidents, he oversees AOBA’s political arm, the Metropolitan Washington Political Action Committee (METPAC).
From 1990 to 2005, Shaun served as AOBA’s Vice President of Government Affairs for the District of Columbia. He came to AOBA after an 11-year career with the District Government, where he learned the unique political dynamic of the District as chief of legislative and regulatory affairs for its largest municipal department.
Shaun has served on the Transition Teams of the District’s last four Mayors-elect (Fenty, Williams, Barry, Kelly), and is currently a member of the D.C. Chief Financial Officer’s Business Economic Advisory Group; the Director’s Business Advisory Board, D.C. Dept. of Consumer and Regulatory Affairs; the Washington, D.C. Business Coalition; the D.C. Building Code Advisory Committee; the FannieMae Washington DC Partnership Office Advisory Council; the Board of Directors of the Golden Triangle Business Improvement District; and various study groups appointed by the Virginia Housing Commission and the Virginia Department of Housing and Community Development.
Shaun is a member of the District of Columbia Bar and its sections on Taxation, Real Estate and Land Use, and District of Columbia Affairs, and is also admitted to practice before the US District Court for the District of Columbia. He is a 1981 graduate of the National Law Center at George Washington University, and holds a B.A. from Washington University in Saint Louis, Missouri. Shaun, his wife Annette and his two children, Jens and Alice, live in the Takoma neighborhood of D.C.
